There are parking lots with barriers, single-use paper tickets with barcodes, printed at the entrance and readers at the exit. They offer some free parking time, like 15 minutes. How do they protect against drivers who park for 3 hours, and to avoid paying, walk to the entry machine and get a new ticket to exit with? Surely it doesn’t read the car plates, does it?

Even if such drivers are caught, is there any administrative penalty?
