Whether it’s a fake document or not – I leave it to the conscience of https://www.facebook.com/oksana.kupriyanova?fref=ufi, from where the document was taken. In her post, she writes that she was allowed to photograph this at her administration office (https://www.facebook.com/oksana.kupriyanova/posts/10159279332820162?comment_id=10159279408195162) No other proofs are available. Maybe no one else saw the document except for Oksana. At least, I didn’t find any other mentions online. The city hall gave an official response that the park is ready for disabled people.
