I’ve been noticing for several years now that phones and tablets (various kinds) might try to connect or actually connect to a network that they definitely haven’t seen before. Could it be that the SSID of this network coincidentally matches something familiar to the phone? The network names are clearly non-standard. Any ideas?

You can go somewhere, and they’ll measure it for you in five minutes and give you a paper. Or you can go nowhere: RAPIDPASS will just send a letter to the owner of a randomly encountered vehicle on the road, via mail, stating that they ALREADY measured the emissions when you drove by the probe with a camera, and now for 28 bucks they’re ready to send this document to the local DMV. Or it sends info that everything is bad, and you need to go get treatment.
